Good Q...well, may be, not until they have done enough damages to others

The user would get a ticket for having a non-rigid tow bar though, while running that setup... :shout

DIY one using a tricycle, anyone?...would need wider rear tires for the traction, addition of two retractable skis by the sides of the front wheel...
