No, the regulation regarding possession limit speaks to the intent to use the crayfish as bait.
If so, then does that mean the crayfish will have to be boiled at the catch site and not transported back home?
S 29 (4) of the Ontario Fishery Regulations states:
(4) No person shall transport crayfish overland except under a Licence to Collect Fish for Scientific Purposes issued under the Fish and Wildlife Conservation Act, 1997, Statutes of Ontario, 1997, c. 41.
This means that regardless of how you intend to use the crayfish, you may not transport them overland except under the Licence to Collect Fish for Scientific Purposes as identified. If you are intending to consume crayfish, you would need to cook and eat them on the water, otherwise, you may be in contravention of the regulation (i.e., if you brought them ashore i.e. away from the water’s edge, this could be considered as transport overland.
Also, would crayfish traps - the best way to catch crayfish - be treated to the same regulations as the baitfish traps? There was no mention of trap regulations for crayfish.
The current version of the Ontario Fisheries Regulations do not provide for non-angling capture methods for crayfish, which means that they would need to be taken via angling.

I decided against going out to catch crayfish
